Executive Biographies
Celtic Insurance Company's Senior Management Team
Frederick J. Manning, Chairman, President and Chief Executive Officer, received his BS in Economics from the University of Pennsylvania and his JD from Harvard Law School. He has passed the CPA exam and is a licensed attorney in Illinois. Mr. Manning founded Celtic in 1978. He is a member of the Board of Directors, Executive Committee, Governance Committee, Policy Committee and Membership Committee, and is Co-Chairman of the Finance Committee of AHIP. Mr. Manning is a member of the Board of Trustees of the Michael Reese Health Trust, member of the Board of Overseers for the University of Pennsylvania Museum of Archaeology and Anthropology and a member of the Board of Trustees of The Newberry Library. He is also a member of the Advisory Committee of the Dispute Resolution Research Center at the Kellogg Graduate School of Management at Northwestern University. Mr. Manning is a member of both World Presidents' Organization and Chief Executives' Organization.
James P. Daly, FLMI, Chief Operating Officer, joined Celtic in 1986 and has more than 30 years of health insurance experience. He is currently a member of AHIP’s Individual Health Insurance Committee. Mr. Daly received his bachelor's degree in mathematics from Trinity College and his MBA from the J.L. Kellogg Graduate School of Management at Northwestern University.
Lewis R. Marszalek, Senior Vice President and Chief Financial Officer, received his BS in accounting from Northern Illinois University and his MBA from the J.L. Kellogg Graduate School of Management at Northwestern University. He joined Celtic in September 2004 with over 20 years of financial management experience accumulated primarily in the software, healthcare technology and financial services industries. Mr. Marszalek is a CPA and began his professional career with the public accounting firm of Price Waterhouse. He is a member of the AICPA and the Illinois CPA Society.
Blake A. Westerfield, ASA, MAAA, Senior Vice President, Administration, joined Celtic in 1991. In his tenure with Celtic, he has served a variety of roles within the Actuarial department and various administration departments. In 2002, Mr. Westerfield assumed his current role as the head of Administration overseeing Application Processing, Claims, and Customer Service. He earned his BS in Actuarial Science from the University of Illinois and his MBA from the J.L. Kellogg Graduate School of Management at Northwestern University. He is an associate of the Society of Actuaries and a member of the American Academy of Actuaries.
Barbara Basham, Vice President, Human Resources, Office Services and Information Technology, joined Celtic in January of 1983. In her nearly 25 years with Celtic, she has served in a variety of management roles throughout the organization. In addition to her Human Resources expertise, she has extensive experience in Systems and Office Services. Ms. Basham has been managing the Human Resources/Office Services functions since October of 1998. The Information Technology responsibilities were added in January of 2006.
